A survey identified that a liner has been installed some time ago. The liner ends just on the edge of displaced joint causing a step in the pipe just before a bend, causing waste to snag and blocking the pipe. This requires a radial patch liner installation around the bend to smoothen the joint and remove the step. The offending piece of pipe is about about a foot from where the downstairs toilet waste pipe enters the ground.
