I have a terraced house in a conservation area of Otley. The house is on 4 floors with the front entrance being at street level and the back entrance, into the kitchen, being one level down with access from the ginnell. I want to add a utility room / shower room to the back of the house at the kitchen level. I would like; a. to know if this is physically possible b. what I would need to do to apply for planning permission c. the cost of architect's plans d. the approximate cost of such a build
