Closed Tv repair

Hi, Our tv is broken and looking to work out if it is worth fixing or if we should purchase a new one. The screen is alternating between a single white line / clear picture and no white line / fuzzy picture. This is happening on all outputs, TV, PS4 and when everything is switched off and it is on a blank screen. I have spoken with toshiba who sent me an update to do on the tv. However it wasn’t successful and i received an error message. So toshiba have said that means it is developed a hardware fault.
