I have a pad of very hard skin high on the heel of one foot (in fact above the heel on the back of the foot ) Despite moisturising this remains hard and has now started to crack in a deep wound along the crease. It will heal sometimes then crack again. Unsusre if this is more of a doctor thing or a chiropodist.
