The outside wall tap wont close/shut off......tried turning the stop cock off under the sink and that wont turn either...while here could you just check the downstairs toilet it will flush but on second flush its on a slow drain away. The garden tap is just running constantly into the pond as I write...so could do with some help asap and a rough idea of cost. thanks.
