Closed Cleaning of wheelie bins

Hi I've recently moved in to my home. The old tenant has filled the wheelie bins with all sorts which means I'm unable to use the at the moment. The council aren't helping and have said it's my problem basically. Please could I have a quote on cleaning 2 bins please.
