Closed Bathroom conversion

My daughters council house has a bathroom which has been adapted for a disabled person, with an enclosed shower. There is a pump that is very noisy which drains the water. My daughter has 2 boys and a baby girl of 1 year. The bathroom is not suitable for them as it has no bath and is completely unsuitable for a family with children. We would like the bathroom converted back for family use, with a bath and a shower unit over the bath.
