Closed Sewer drains cleaner

I have got a promble with the water, when I flush the main toilet the shower gurgles. When flushing the cloak room toilet that bubbles afterwards. We had a internal plumper in and they are saying it's external that's there's a blockage outside. The house it's only a year old but the builders are stating we have to got to sort it. I personally think the sewer pipes need a flush, but being a new build the pipes don't need a full overhaul. Any idea how much will it cost?
