Closed Drain & Sewer Clearance

I am ground floor left in a block of 6 flats and I have a blocked toilet. If i run the bath the water is flowing away but the loo still remains blocked and when my neighbour above me flushes his loo the water is coming back up my toilet so the blockage must be outside the building.
