Closed uninstall gas cooker and wire in electric cooker

I would like my old gas cooker disconnecting and a new electric cooker installing. As far as I know there has never been an electric cooker in the property.Its a council property and has a very old consumer unit. I have lived here over 10 years. There is a dircuit for an electric cooker but the plug in the kitchen where it wires in has not been used regularly over the time I have lived in the property. There is an electric supply to the socket but not sure about the side where the cooker will be wired in.
