Hello there .i am bulgarian I have finish bachelor degree in bulgaria uni last year,so i need to continue my education there i would like to sign up for studing a Master degree i spoke with people from the signing up department to ask them if it is possible to sign up over the phone.Unfortunately they said i can not do it over the phone.I have asked them if it is possible a friend of mine to sign me up on behalf of me but they said i need to find a notary services to make a PROXY(TRUST DEED) which will give him an authorisation to sign me up .so i am looking for some notary services in chester which can do that for me.
