Mobile Welders- Small job but a challenge !!

I need my bikes gear change bracket welded back onto the bottom of the frame, as it has snapped off. it is under the bike so it would have to be put onto its side. Its only a small bracket 1-5" Or if anyone knows someone who could help. I would be very grateful.
