Woodland to gift or not to gift

I want to gift my woodland to my son Lawrence. My husband (Lawrence's dad) is now buried there, and there is a boundary dispute, and I am keeping a separately titled piece of land next to it, so believe there is no capital gain as we overpaid in the first place, but i am worried HMRC will not agree, and then i might die in less than 7 years and have to pay iht as well. I wanted to put a covenant on it (which i have written)to protect the woodland and provide access to the burial site but am worried that will be seen as retention of benefit. I have been worrying about and working on this since my husband died last year.
