Closed Valve in cistern not working properly, and a leaking tap

I have a problem with my toilet. The valve controlled by the ball in the cistern is letting in too much water, and it is flowing out through the outflow pipe, and dripping down the outside wall of my home. The hand basin tap next to the toilet drips constantly when I have turned it off.
