Closed LX 11 Pride Wheelchair Repair

Hello,
I got a LX 11 pride electric wheelchair secondhand. It turned on when plugged in but wouldn't hold charge and will go completely dead once the charger is removed, could someone advise me how to fix this? I have had to buy a second hand broken chair as I can't afford anything else so hoping to fix it. I have new batteries for it on the way arriving tomorrow in the hope it's just the battery but if its not how much would it cost for someone to look at it and repair it. I unfortunately have a extremely small budget.
