Hi there, I have recently applied for lawful development certificate for my two flats in Borehamwood, Herts. My application has been refused although I have continuous rental contract for more than four years. Quote from refusal letter "Authority is not satisfied that the application building has been used as separate residential accommodation for a continuous period of 4 years or more" I would like to appeal for the council decision.
