Closed Custom pc with some kind of cpu error

Need someone who can travel to pick up the computer, as i am a student with no car.
Replaced motherboard and cpu, and now when i switch it on there is no display and the red 'cpu error' led is on, ive flashed the bios, reseated the ram and cpu, and i dont know what else to do.
