Closed Small domestic asbestos survey needed

I live in a 1970s era flat. I need the living room light fitting to be replaced, but the workmen are unwilling to remove the present fitting for fear of asbestos. My neighbours have not found any asbestos in the flats, though the agents report that there is asbestos in the electrical works in the communal areas. My guess is that there is no asbestos, but I need someone to check the light fitting and ceiling in the living room.
