LANCASHIRE, PR1 0LD PRESTON, LANCASHIRE COUNTY COUNCIL, COUNTY HALL, PO BOX 100The Forest of Bowland is a landscape rich in heritage, designated as an Area of Outstanding Natural Beauty, much of this beauty is related to the wild nature of the landscape - itself a result of hundreds, if not thousands of years of human activity.
This history of the Labour Party celebrates our achievements from its emergence in 1900 as a parliamentary pressure group. We are right to regard as historic the establishment of the National Health Service, the enshrining in law of equality of opportunity for all and the creation and maintenance of an empowering welfare state – all Labour achievements. Equally important has been the development of Labour as a mass membership party in the 1920s and 1930s, the modernisation of our campaigning techniques in the 1980s and the election of 101 Labour women MPs in 1997. However, the lessons we should draw from our history are not all positive. Labour was in government for just 23 of its first 100 years. On occasions we have also been the victim of division and disunity which, as we all know, has cost us dear in electoral terms. It has allowed the Tories to win and undermine our achievements.

The Board can trace its history back to the mid 1700's when the government of the day embarked upon an enlightened project to drain vast areas of the country. The governments aim was to enable land to be used more productively and to relieve the homes and businesses of the countryside dwellers from the regular flooding which plagued the country. The extent of the Board's current drainage district was determined by the then River Board in the 1930's.

We aim to provide a caring environment in which children learn to respect each other and their elders and to enable the personal development of each child to proceed without hindrance. This includes the development of social and artistic skills as well as intellectual ones. We also aim to encourage interest and to help children acquire relevant knowledge. We try to give all children as many opportunities for success as possible, because the child who is successful has something to be proud of, something to set their personal standards by. We encourage our children to care; this is not only in their work and behaviours, but also in dealings with other people. We encourage our children to develop relationships of quality with each other and with adults. Good relationships help our children to feel secure and they need this feeling of security to achieve the greatest success.
