Welsh laws are officially known as Assembly Bills. They apply only to Wales and not to other parts of the UK. The Assembly is able to pass Assembly Bills, following from a yes vote in the referendum on the law making powers of the National Assembly for Wales. The National Assembly for Wales debates and passes these laws, which are often proposed by the Welsh Government. However, any Assembly Member, Assembly Committee or the Assembly Commission can propose one of these laws, and if the proposal receives a majority vote, through the various stages of scrutiny, then it becomes law.
The Cabinet is the main decision-making body of the Welsh Government. It gives direction to the work of the whole organisation. It discusses matters which engage Ministers collectively, have strategic implications, or impact financially on their programme of work. The Cabinet adopts a policy of openness and transparency and publishes its agendas, papers and minutes on the Internet unless the information is exempt from disclosure.
