Coordinating growth on such a grand scale is quite a challenge and can only be achieved through effective management and commitment on the part of everyone involved. In 2004, Cambridgeshire Horizons was established in recognition of the fact that no single existing agency or authority could be expected to implement this planned growth on its own.
Cambridgeshire Horizons is a small team of less than 25 skilled specialists, working together to achieve sustainable growth for the county.
Significant numbers of new homes, to rent and to buy, are needed to meet pressing local demand and to address affordability. These will give more people the opportunity to live where they choose to, close to friends, family, and workplaces, supported by appropriate facilities and services. Horizons project manages major development sites across the county that have been identified in the Regional Spatial Strategy.

Horizons' always seek to maintain the highest levels of professionalism, openness, integrity, efficiency and effective partnerships while providing challenging and rewarding jobs for its staff, which in turn allows them to develop and grow.
Based in Histon, the Horizons team is led by Chairman Sir David Trippier, Chief Executive Alex Plant and Director of Development John Williamson.
Formed in 2004 as the Cambridgeshire Infrastructure Partnership, Cambridgeshire Horizons has grown from a team of four to a team of 22 over the past five years to meet the requirements of the growth agenda.
The Government has prioritised Cambridgeshire as one of the key areas in need of additional investment to support growth, and as such the county is receiving funding to provide quality new homes and supporting infrastructure, in conjunction with continued economic growth.
On a day-to-day basis a large part of Horizons' work is to bring together relevant agencies, statutory bodies and developers to ensure that effective delivery mechanisms are in place and that these projects are integrated into the phasing of the development programme. Two forums, one with developers, and one for sustainable infrastructure, have been established and close working relationships have been developed with other sectors such as education and housing to ensure that a coordinated approach is taken not only within developments, but across the county as a whole. Our 2008-11 Business Plan sets out how we are approaching this significant task.
