The Safety, Education and Enforcement Services department was formed in 2007 and brings together a number of specialist functions focused on road safety and firearms licensing.

The department has the strategic aim of achieving a reduction in the number of collisions that result in death or serious injury in Dorset, through education and the use of enforcement methods.

The department also focuses on enforcing the law and educating the public in relation to firearms and explosives licensing.

Part of this department's role is to be responsible for delivering the force’s procurement and contractual requirements in respect of goods, services and supplies. During 2001, responding directly to the needs of the Force, the Contracts Department initiated a total of 57 new best value contracts with a total spend of £9 million.

Detailed description:

Specialist Operations serves communities across the whole of Dorset.

All of our teams within the section are committed to achieving the Force vision of a ‘Dorset that is and feels safe’ and we will help deliver this by achieving our primary aim of being ‘the best Specialist Operations section in the country’.

We strive to deliver an excellent, people-focused service that supports and works together with Safer Neighbourhood Teams and the wider Force in order to make Dorset feel safer for all the people living in, and visiting, the county.

Specialist Operations is specifically structured to deliver the highest professional service and is divided into key areas.

The Audit, Insurance and Risk Management Department protects the staff, assets and reputation of the Authority and Force, by ensuring that our systems, processes, and procedures are robust and effective in support of the delivery of a policing service to the people of Dorset. This is often referred to as ‘governance and systems of internal control’. This is based on an ongoing process designed to identify and prioritise risks to the achievement of the Authority’s policies, aims and objectives, to evaluate the likelihood of those risks being realised and the impact should they be realised, and to manage them effectively, efficiently and economically.

Working directly to the Assistant Chief Officer, the main internal customers of the department are the Police Authority, Chief Officers and Divisional Departmental Heads.

The main customers outside of the Force are our Insurance Brokers, the Audit Commission and the Treasurer to The Police Authority. Contact with the public is generally limited to those making insurance claims arising from motor vehicles accidents, and public liability claims, when financial compensation is sought for an alleged failure by the Force.
